In September 2013, Kulbhushan Ojha, then inspector of Lucknow Reserve Police Lines, sexually harassed a woman constable posted in the Police Lines office.
Ojha tried to use his superior official position to subjugate her and also touched her at inappropriate places. When she refused to yield, he slapped and threatened her with dire consequences. He refused her earned leave and forcibly got her transferred to a women’s police station.

The woman constable submitted an application to SSP, Lucknow, on 21 September and to the DIG on 24 September for redress, but they failed to act upon these complaints. Then she met activist Nutan Thakur and they together sat at the Mahanagar police station for 4 hours on 26 September, after which her case finally got registered as crime No 75/2013 under sections 354A, 506 IPC. Ravindra Goud, then SSP Lucknow, got the case transferred to the women’s police station in-charge on 10 October.
The woman constable met with the investigating officer Shiva Shukla on many occasions, who went on giving her false assurances while, in reality, she and her successor Kanaklata Dubey wrote 29 case diaries and clandestinely sent a final report No B-23 to the CO office on 23 July 2014.
Even this fact emerged only when Thakur and the victim met the station officer on 1 August. Today Thakur met CO Hazaratganj Rajesh Kumar Srivastava to complain about her displeasure with the investigation. Srivastava has assured Thakur of a reinvestigation of the case after turning down the final report.
This is the real picture of UP Police where a lady member of the police force is not able to get justice in a sexual harassment case involving herself!
