C. REASONS FOR SHORTFALL

Company / State

Reasons for shortfall

ONGC (offshore)

Poor influx and ESP failure in NBP, closure of SB#14 well for sub-sea line leakage identification, closure of wells of B-193 & B-22 cluster affected production.  Leakage of HQ-HA and HSA-HRG sub-sea well fluid line resulting in closure of wells at HQ and HAS platform affected production. Less than planned inputs in terms of development and side track wells in Mumbai High.

ONGC (Gujarat)

Frequent power failure & ageing of fields resulting in decline in reservoir pressure affected production. Increasing water cut, frequent power failure, bad weather conditions & ageing of fields resulting in decline in reservoir pressure affected production.

ONGC (Assam)

Poor Influx, frequent power failure affected production.

ONGC (Andhra Pradesh)

Closure of wells due to burst of GAIL affected the production.

OIL (Arunachal Pradesh)

PWD road blockade for 4 days affected operation in OCS-8.

Pvt/JVCs  (Arunachal Pradesh)

Due to repeated sand ingress in existing producers requiring frequent well shut-in for well intervention to clean wellbores.

Pvt/JVCs  (Rajasthan)

Planned shut-down in RJ-ON-90/1 block from (21-25) August 2014 to carry out tie-in of new projects like EOR Scheme, MPT debottlenecking, Sulphur Removal, hydro-test of pressure vessels etc. as part of statutory compliance.

Pvt/JVCs  (Gujarat)

3 wells in Ingoli out of 6 wells fell sick and water cut in Sanand East Field increased.

Pvt/JVCs  (Off-shore)

A total of 12 out of 25 wells in D1, D3 and MA fields are flowing. Remaining 13 wells are ceased due to increase in water cut in KG-DWN-98/3. Recently drilled 6 wells (MTA-7,8 & 9, STA-8, 5Z & STD-7) did not perform as per expectation because of poorly developed reservoir  fancies in Mid Tapti & early water encroachment in wells in South Tapti.

C.     REASONS FOR SHORTFALL

Closure of wells due to burst of GAIL affected the production.

ONGC (Tamilnadu)

Production affected due to closure of wells to facilitate M/s. GAIL for part replacement of its weak 12” trunk line (26 KM)  between  Adiyakamangalam GGS & Memathur village and 6” trunk line (4 KM) between Nannilam EPS & Kamalapuram EPS and less offtake by GAIL from Ramnad

ONGC (Offshore)

Production affected due to less associated & free gas on account of unplanned shutdown / operational problems  in Mumbai High. Non availability of booster compressor, closure of BB wells for leakage detection in subsea line BB-BPA affected production. Closure of wells G1-10 & G1-11 as M/s GAIL stopped taking gas due to issues at their end.

OIL(Assam, Arunachal Pradesh & Rajasthan)

BVFCL, Namrup-III shutdown due to boiler tube leakage and under repair. APGCL (NTPS) : GT-4 shutdown for lube oil cooling system repair. NEEPCO : Less drawal due to shutdown of GT-6 (last two months). BCPL : No withdrawal as per plan. RRVUNL : Less than the planned committed.

Pvt/JVCs  (West Bengal)

Wells are taking longer dewatering time than expected.

Pvt/JVCs  (Rajasthan)

Planned shut-down in RJ-ON-90/1 block from (21-25) August 2014 to carry out tie-in of new projects like EOR Scheme, MPT debottlenecking, Sulphur Removal, hydro-test of pressure vessels etc. as part of statutory compliance.

Pvt/JVCs  (Madhya Pradesh & Jharkhand)

Incidental CBM produced & sold.

Pvt/JVCs  (Off-shore)

A total of 12 out of 25 wells in D1, D3 and MA fields are flowing. Remaining 13 wells are ceased due to increase in water cut in KG-DWN-98/3. Recently drilled 6 wells (MTA-7,8 & 9, STA-8, 5Z & STD-7) did not perform as per expectation because of poorly developed reservoir  fancies in Mid Tapti & early water encroachment in wells in South Tapti. Increasing water production had led to a shortfall in associated gas production in PANNA-MUKTA fields. NANG production stopped since 02/07/2014 due to no gas offtake by GAIL due to Tatipaka pipeline (owned by GAIL) accident. The same is still continuing.

Note:

The crude throughput in IOC (Haldia & Mathura), BPCL (Kochi), HPCL(Mumbai), NRL (Numaligarh), ONGC (Tatipaka), BORL (Bina), & RIL (Jamnagar-SEZ)  refineries have exceeded their planned target.

The crude throughput in  IOC (Guwahati, Barauni, Gujarat, Digboi, Panipat & Bongaigaon), BPCL (Mumbai), HPCL (Visakh), CPCL (Manali & Narimanam), MRPL ( Mangalore), EOL (Vadinar) & RIL (Jamnagar DTA) refineries was less than their planned target.

The crude throughput at HMEL’s Bathinda Refinery during August 2014 was Nil due to the VGO Fire Incident in June 2014 which led to an unplanned shutdown.

CPCL , Narimanam

Throughput is lower than planned due to reduced availability of crude.

HMEL, Bhatinda

Throughput is Nil at HMEL’s Bathinda Refinery during August 2014 due to the VGO Fire Incident in June 2014 which led to an unplanned shutdown. Lower than planned due to  incident at the refinery during the month of June 14.
