China, Pakistan sign secret bio-warfare pact

A report lends further credence to the February finding that coronavirus was nothing but a biological weapon China was creating that leaked. A British intelligence report subsequently said that the virus, which was an alteration of the one that caused SARS, leaked from the Wuhan Institute of Virology to the wet market in the city barely 17 km from the centre. In the latest development, The Klaxon has reported that China has signed a pact with Pakistan to develop biological weapons, “driven chiefly by its agenda to engage Pakistan against India”.

China and Pakistan have entered an agreement to expand their collaborative biological warfare capabilities for the next three years — say various intelligence agencies.

Filed by Anthony Klan, the report says the Wuhan lab has signed the covert deal with Pakistan Army’s Defence Science and Technology Organisation (DESTO). The two sides will, for mass consumption, collaborate research in “emerging infectious diseases” and advance studies on the biological control of transmitted diseases.

According to a source, the agreement clearly outlines the cooperation is not necessarily limited to stated objectives. New thematic research to monitor potential new diseases can be added by either party.

To allow unspecified operations, the collaboration keeps the secret project beyond the scrutiny of civilian universities or government health departments in Pakistan, the report said.

The dubious Wuhan lab had “lent all financial, material and scientific support for the project”, says the report. China is funding the project entirely. The programme is formally called the “Collaboration for Emerging Infectious Diseases and Studies on Biological Control of Vector Transmitting Diseases”.

DESTO is a partner in dual-use research projects related to anthrax under the covert biological weapons programme. Already, the China-Pakistan collaboration has conducted successful soil sampling tests to isolate Bacillus Thuringiensis (BT). This has a striking similarity to Bacillus Anthracis — known popularly as anthrax.

“Considering the striking similarity between BT and Bacillus Anthracis, a classified bio-warfare agent, (Pakistan’s) improved know-how in handling the could enrich a potential offensive biological program,” a source said.

The Wuhan lab provides Pakistan with reagents for Bacillus Thuringiensis and extensive training on the manipulation of pathogens and bio-informatics to Pakistani scientists. This is “to help Pakistan develop its own virus collection database”, said the report. 

An intelligence source says this could help Pakistan “enhance its capability of genetic identification of viruses, access to dangerous microorganisms, and use of genomic tools for research and infectious diseases”.

Beijing wants to “designate Pakistan a destination for hazardous biochemical research”, says the report, while “evading use of its own territory for such activities”. The international community, whose gaze China tried to avoid, has but taken note of the collaboration.

The China-Pakistan biological project had already undertaken experiments on the Crimean-Congo Hemorrhagic Fever Virus (CCHFV). It’s a rapid-onset fever virus that causes death in about 25% of cases and is similar to the Ebola virus.

Pakistan is allegedly carrying out tests on CCHFV in laboratories not equipped to handle Bio- Level-4 diseases.

China, which unlike Iraq or North Korea faces no imminent attack by any powerful country of the West, is but no less involved in DNA research that could enable a biological weapon to target or be ineffective against people of specific races. 

Intelligence agencies suspect the Wuhan Institute of Virology had established also the Institute of Medical Biology in Kunming, in China’s southern Yunnan province. 

The Chinese Academy of Medical Sciences-controlled Kunming facility had been handling class-4 diseases without proper protections, agencies say.
