Fifteen kinds of construction works including pond beautification, bridges, Nirmalaghat, Muktidham, aanganvadi, community halls, hat bazaars to be streamlined
The Government of Chhattisgarh has integrated 5 different schemes of the Panchayat and Rural Development Department that are conducted with the objective of developing basic facilities in villages. From the current financial year 2014-15 onwards, the panchayat section will operate these schemes as Chief Minister’s All-Round Rural Development Scheme. Five schemes, namely Mukhyamantri Gram Utkarsh Yojana, Chhattisgarh Rural Construction Scheme, Rural Development Scheme, Chhattisgarh Gaurav and Hamara Chhattisgarh Schemes, have been integrated as Mukhyamantri Samagra Grameen Vikas Yojana (Chief Minister’s All-Round Rural Development Scheme), under which construction works related to infrastructural development in rural areas will be approved as per the local requirements.
The Panchayat and Rural Development Department has issued a circular in the context from Mantralaya (Mahanadi Bhavan) to the chief executive officers of zila panchayats and also to the programme officers of district rural development agencies of Gariaband, Balodabazar-Bhatapara, Balod, Bemetara, Surajpur, Balrampur-Ramanujganj, Mungeli, Sukma and Kondagaon. Department officials informed today that copies of the Chief Minister’s All-Round Rural Development Scheme’s guide have been despatched along with the circular to all zila panchayats and district rural development agencies concerned. The State Government will sanction 100% funds for the construction works approved under this scheme. It has been stated in the guide that, after the government sanctions the fund, amounts for various construction works will be distributed as per their estimated input costs. The CEOs of zila panchayats will directly allot the funds to gram panchayats.
Fifteen types of construction works can be proposed under Mukhyamantri Samagra Grameen Vikas Yojana (Chief Minister’s All-Round Rural Development Scheme). This includes pond beautification, construction of bridges, additional rooms in gram panchayat buildings, lane concretisation, Nirmalghat, Muktidham, fair price shop, boundary wall, aanganbadi building, kanji house building, community halls, square beautification, drainage system, entry gate, haat-bazaar and commercial complex (Atal bazaar, CC road, sewerages and shade construction). Construction and maintenance of religious places and buildings will not be approved under this scheme. Moreover, the scheme also does not approve of the construction works meant favour a particular person, organization or beneficiary. This scheme covers rural areas of entire Chhattisgarh. Administrative approval to the works proposed under this scheme will be given by CEO of the zila panchayat concerned. Before providing administrative approval to the panchayats concerned, the zila panchayat will take necessary action for duly technical approval and estimation. The Rural Engineering Service Unit will provide technical guidance for each of the construction works approved.
